What a token is for

Drafts, reviews, and stills.

Tokens pay for the agent’s work on the campaign. They do not buy the ad, and they do not publish it.

Allowance, then the meter

Included first. ₹1 after that.

Key and House carry an allowance inside the fee. Meter has no allowance. You set the volume, from 100 million to 5000 million.
